What we are looking for:

NRC Ukraine is looking for an experienced Area Support Manager to support the Area Programme Manager and Project Managers in implementing Support-related SOPs, coordinating with the Country Office and other Support Departments. Responsibilities include ensuring compliance with guidelines, policies, and risk mitigation measures, managing the Master Support Budget, and providing input for donor proposals and reports. The position also ensures alignment of support functions with programme plans, optimizes support costs, manages staff performance, and may participate in fraud investigations or external representation when required.

The ideal candidate must either be based in Ukraine or have the legal right to work there.

What you will do:

  • Advise and support Area Programme Manager and Programme Project Managers in the implementation of Support related SOPs
  • Ensure strong coordination with Country Office and other Areas Support Departments and act as Focal Point in this coordination
  • Contribute to strengthening Area level implementation and adherence to Support SOPs, guidelines, policies and procedures
  • Oversee implementation of identified risk mitigation measures, including spot checks in line with Anti-Corruption risk mapping
  • Under Country Office guidance, ensure compliance with Securing Supporting Documentation (SSD) as well as the Country Office data management
  • Lead in the elaboration and regular updating of the Master Support Budget at Area Office level
  • Operational/Support inputs into donor proposals and reports when required
  • Coordinate and align Operational support with programme plans at North Area level, ensuring Procurement Plans, HR plans and Spending Plans for each project are in place
  • Drive the optimization of Operational/Support costs at North Area level
  • Performance Management of relevant Support staff, including Work & Development Plans formulated and staff reviews carried out
  • Lead on any structure review for Area-level Support departments, if required
  • At the direction of the Area Manager and the Head of Support (Country Office), participate in the investigation of allegations of suspected fraud or misconduct and produce required reports
  • When requested by the Area Manager, represent NRC externally in the different fora
  • Any other tasks as delegated by the Area Manager.

What you will bring:

  • Minimum 4 years in middle management position, preferably in a humanitarian/early recovery context.
  • Bachelor’s or master’s degree in relevant field (Humanitarian Management, Business Administration, Development Studies, Finance, Human Resources, Supply Chain or similar).
  • Documented results related to the position’s responsibilities.
  • Excellent communication, interpersonal and reporting skills, both written and oral.
  • Flexible, adaptable, with good problem-solving skills.
  • Knowledge about one’s own leadership skills/profile.
  • Fluency in English, both spoken and written is required; Ukrainian and/or Russian language skills an asset but not required.
  • Knowledge of the context in Ukraine is an asset.

  • Contract duration: 12 months
  • Travel: 20-25%
  • NRC Salary Grade: 8
