Position: Program Associate, Ukraine
Reports To: Program Manager, Ukraine

CIPE is seeking a full-time Program Associate based in Kyiv, Ukraine for a one-year full-time engagement with potential to renew of two US-government funded projects, “Supporting Business Leadership in Ukraine's Economic Resilience & Reconstruction Phase II” (BLR) and “Strengthening Eastern European Economic Resilience.” Both projects aim to help business associations in Ukraine advance economic and democratic resilience by shaping economic policy and attracting responsible foreign investment. These projects will train associations on global trade and economic risks, connect local business leaders with peers and investors from democratic countries, and promote market-oriented reform in Ukraine through transparent business advocacy. The Program Associate will support the Program Manager, Ukraine in project activity implementation, financial compliance, and reporting of CIPE’s program in Ukraine. The Program Associate will also support field operations, monitoring, and administration. This position will work remotely from Kyiv, Ukraine but may require in-person attendance at project events and other work-related events throughout Ukraine.

Duties and responsibilities

  • Provide administrative and logistic support to the Program Manager, Ukraine to coordinate in-country activities for the program in Ukraine, which typically includes:
    • Support data collection and documentation practices.
    • Assist active project partners to ensure high quality deliverables, including
    • financial and narrative reports.
    • Monitor grantees, contractors, and consultants’ performance to ensure quality control in full compliance with procurement policies, financial reporting requirements, and evaluation plans.
    • Coordinate regular staff meetings, including facilitating discussions, drafting agendas, and tracking action items for domestic and international staff.
    • Collaborate with multiple CIPE departments to achieve programmatic goals, including Communications and Grants and Finance.
  • In coordination with the Program Manager, Ukraine monitor local political and economic developments in Ukraine and Eastern Europe, broadly, as they pertain to the program.
  • Contribute to reports on project developments for weekly staff meetings, monthly written reports, and more frequently by email when the situation requires it.
  • Assist the Program Manager, Ukraine in the maintenance and updating of a database of Cluster Associations, entrepreneurs, civil society, academicians, government representatives and other key stakeholders involved in the program.
  • Process invoices, contracts, grant agreements, vouchers, consultant and partner payments, payment requests, and other financial documents.
  • Coordinate travel arrangements including hotel booking, tickets reservation, and transfers booking for the Program Manager, Ukraine, staff from the Washington D.C. office, and local and international consultants and experts.
  • Provide administrative and logistic support (venue booking, simultaneous translation ordering, materials printing) in the organization of different events including meetings, conferences, trainings, presentations, round table discussions, etc.
  • Perform other duties as assigned.

Qualifications
Minimum qualifications include:
  • Bachelor’s degree in economics, economic development, international business, public policy, international relations, international law, or a related technical field or equivalent years of experience.
  • Minimum of 2 years of demonstrated administrative office experience.
  • Knowledge of political and economic dynamics of Eastern Europe.
  • Professional proficiency in spoken and written English and Ukrainian.
  • Effective interpersonal and teamwork skills and the ability to work independently, and as part of a small team.
  • Strong writing abilities and analytical skills.
  • Strong organizational, interpersonal, and communication skills.
  • Ability to handle multiple, detail-oriented, tasks simultaneously with limited supervision in a fast-paced environment.
  • Strong financial acumen and ability to develop and monitor project budgets.
  • Effective written and oral communication skills.
  • Commitment to free market principles and the democratic ideals of freedom, equality, inclusion, participation, prosperity, and growth.
  • Knowledge of Microsoft Office, especially Excel, Outlook, and Word.

Other desired qualifications include:
  • Experience in project management for US or other foreign-funded projects.
  • Demonstrated understanding of public-private dialogue processes, models and mechanisms, advocacy tools working with private sector actors and business associations.
  • Ability to take initiative to manage multiple, detail oriented-tasks with limited supervision.
