OVERVIEW
URC is searching for an experienced External Communications Manager for USAID’s Furthering Health Reform and Recovery (FHR) activity in Ukraine. The purpose of the activity is to improve health system accountability and transparency in Ukraine, leading to improved equitable access to quality services, optimized use of scare resources, and ultimately expanded universal health coverage (UHC) for the people of Ukraine with reduced financial hardship on patients. Mitigation of corruption across the health system is a key overarching aim.
RESPONSIBILITIES
Reporting to Director of Monitoring, Evaluation and Learning and Strategic Communication, Specific responsibilities of External Communications Manager include:
  • Develop and routinely update FHR branding and marking plan.
  • Ensure full compliance with FHR branding and marking guidelines.
  • Develop and utilize FHR communication and marketing tools (monthly newsletters, pamphlets, social media cards and soundbites)
  • Provide news releases to radio, television, and electronic media in Ukraine and the US as needed in close collaboration with USAID’s DOC Office and URC’s MEC Team.
  • Contribute to quarterly and annual reports and other FHR-related documentation.
  • Work with FHR team leaders to write success stories, and lessons learned in close collaboration with USAID’s DOC Office.
  • Design and develop project materials and publications Identify appropriate ways to publicize and disseminate FHR related information and materials.
  • Work closely with other team members to gather and synthesize project related technical information and data.
  • Translate/write information data into suitable language for a lay audience as appropriate.
  • Write articles on project activities including technical notes, best practices and lessons learned and contributions to USAID publications and local media outlets.
  • Develop or support the development of information graphics.
  • Supervise visualization specialist.
  • Lead marketing and communication efforts for all FHR events.
  • Additional responsibilities may include other tasks consistent with the nature of this position.
QUALIFICATIONS
  • Bachelor’s degree in the public health, public relations or equivalent area is desired.
  • Demonstrated 5 years of relevant work experience in the field of public relations and corporate communications, demonstrating increasing responsibilities and knowledge.
  • Experience working with USAID is required.
  • Ability to analyze the effectiveness of all marketing and communications efforts
  • Demonstrated ability to increase productivity and continuously improve methods and approaches
  • Previous experience working in Ukraine in similar field is preferable
  • Excellent written & verbal communication skills, and the ability to write in a clear and compelling style in English and Ukrainian
