PRIMARY FUNCTION/PURPOSE:

The Program Manager is responsible for the general management and technical delivery of project activities and will be responsible for coordination of all activities to ensure they leverage synergies and are mutually reinforcing, under the guidance of the Country Director. The Program Manager will also contribute to research, reporting, and briefings on technical issues and programmatic impact. With Country Director’s guidance, the Program Manager will provide overall project leadership and representation in the absence of Country Director. In addition, the Program Manager will be the primary responsible person in-country to oversee reporting, monitoring and evaluation activities.


MAJOR DUTIES AND RESPONSIBILITIES:

Technical Direction and Program Implementation:

  • Under the supervision of the Country Director, provide high-level management in the design, implementation, evaluation, and overall coordination of the project, including designing and implementing project activities, procurement of services, and office communication.
  • Manage execution and tactical delivery of program activities in support of project objectives and goals.
  • Serve as intermediary with project beneficiaries, including state institutions, civil society, media, and government actors and international donor community.
  • Manage project design initiatives, requiring knowledge of IFES systems and tools for project implementation and monitoring and evaluation.
  • Establish, maintain, and develop productive working relationship with HQ staff, consultants and vendors at large, and IFES partners in Ukraine.
  • Support briefings and presentations to key interlocutors, beneficiaries, and donor community to highlight project activities and results.
  • Execute the timely drafting of all required donor deliverables, including reports, workplans, and other materials under the project and conduct final review with the Country Director/HQ staff and local partners of all project deliverables.
  • Monitor and evaluate project progress and performance including reviewing quality of and timeliness of deliverables and make recommendations where project activities may need to be adjusted based on results.
  • Alert the Country Director of programmatic concerns, challenges, and difficulties and troubleshoot project problems and identify and implement creative solutions.
  • Ensure contractual compliance for projects, including quality and timeliness of project deliverables.
  • Establish, maintain, and develop relationships with peers, subordinates, funder community and consultants at large for the purpose of coordination and information dissemination.
  • Support recruiting, interviewing, and hiring of consultants as needed, in consultation with the Country Director.
  • Advise on the design and management of project proposal development processes.

Management:

  • Ensure, in conjunction with IFES HQ team, compliance with IFES and donor rules and regulations, particularly with respect to fiscal management.
  • In coordination with the Country Director and IFES/HQ, assist in the identification, recruitment, and hiring of in-country office staff, as well as local and international technical consultants.
  • Provide general supervision and mentoring of country office staff, including performance appraisals, staff development and other management issues.
  • Provide oversight and management of technical consultants, including review of all relevant consultant reports and deliverables.
  • Assist in program development for IFES in Ukraine by identifying additional technical needs in-country, contributing to the development of project proposals and reaching out to the international donor community to diversify IFES funding sources.

RELATED SKILLS OR KNOWLEDGE:

  • Demonstrated leadership and project management skills.
  • Thorough knowledge of USAID and non-US financial regulations and compliance requirements.
  • Detailed oriented and organized.
  • Demonstrated ability to manage staff, prioritize and handle multiple tasks and consistently meet tight deadlines.
  • Strong consultative, collaborative and participatory way of working.
  • Strong interpersonal, presentation, oral and written communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.

POSITION REQUIREMENTS:


EDUCATION:

  • Bachelor’s degree in international politics, international development, public policy, or related field required. Master’s degree preferred.

EXPERIENCE:

  • Minimum of 8 years of relevant experience in international development, preferably in the area of democracy and governance.
  • Minimum of 5 years of experience with USAID and non-US-funded activities in related program areas.
  • Familiarity with political, economic, and social context within the region is a plus.
  • Proven track record with delivering democracy and governance programming in developing countries.
  • Technical knowledge and experience in area(s) of project focus including corruption prevention and transparency initiatives with government stakeholders and democratic citizenship initiatives with youth strongly desired.
  • Familiarity with the international donor community and experience as an action-oriented interlocutor with democracy-development actors at all levels.
  • Demonstrated knowledge of USAID and non-USAID regulations and the implementation of USAID and non-USAID funded project activities.
  • Demonstrated knowledge in proposal and report writing and management of budgets.

LANGUAGE SKILLS: Fluency in written and spoken English is required.


TRAVEL: Travel required.
